Victoria Local Council launches 10-year cultural strategy ​

The Victoria Local Council has unveiled a cultural strategy for 2026–2035 aimed at strengthening the city’s cultural sector through improved governance, investment, greater public participation and heritage preservation

The Victoria Local Council has launched the Rabat, Città Victoria Cultural Strategy 2026–2035, setting out a 10-year framework aimed at strengthening the city’s cultural sector and supporting long-term development.

The strategy outlines plans to enhance cultural participation, improve coordination between stakeholders, invest in cultural infrastructure, and safeguard Victoria’s heritage while promoting contemporary cultural initiatives.

Victoria Mayor Brian Azzopardi said the strategy recognises the contribution of the many organisations and individuals who have shaped Victoria’s cultural identity over the years.

“Victoria has always stood at the centre of Gozo’s cultural life. This strategy gives us a clearer framework to support the city’s cultural development in a structured and long-term way, while strengthening the people, organisations and communities who make our cultural life so rich,” Azzopardi said.

The document was developed following a consultation process involving residents, cultural organisations, voluntary groups, educators, public authorities and other stakeholders. It also reviewed existing local, national and European cultural policies.

The strategy is built around four strategic priorities: improving cultural governance and coordination; increasing participation and audience engagement; strengthening the sustainability of the cultural sector through investment in skills, venues and infrastructure; and preserving cultural heritage while expanding national and international cultural partnerships.

According to the council, the strategy aligns with the broader objectives of Victoria2031Għawdex and the city’s bid to become European Capital of Culture in 2031, with the ECoC process helping identify opportunities for long-term planning and growth within the cultural sector.

The framework will remain in place until 2035 and will be reviewed every three years to assess progress and update priorities.

The strategy was commissioned by the Victoria Local Council and developed with the support of ARC Research & Consultancy, led by Samuel Mallia, together with a team of researchers and international consultant Cristina Farinha.
